IAP Meeting 7 December 2009

The fourth meeting of the Independent Advisory Panel (IAP) on Deaths in Custody took place on the 7th December 2009. At this meeting, the IAP discussed the collation of recommendations from Rule 43 reports and the importance of having robust mechanisms in place to ensure that these recommendations were implemented where appropriate. The Panel members also provided an overview of some potential accelerated outcomes and longer term recommendations from each of their working groups. Other issues discussed included how the IAP should engage and consult with stakeholders in 2010, the importance of narrative verdicts as a source of learning and the use of Taser. The IAP welcomed Dame Anne Owers, HM Chief Inspector of Prisons who provided an overview of the areas of the Inspectorate's work which have relevance for the work of the Panel.
